NASA Signs US-Australia Agreement on Aeronautics, Space Cooperation

At the International Astronautical Congress in Sydney, the United States and Australia signed a landmark Framework Agreement to significantly deepen their long-standing collaboration in aeronautics and space exploration. The agreement, formally titled the “Framework Agreement between the Government of the United States of America and the Government of Australia on Cooperation in Aeronautics and the Exploration and Use of Airspace and Outer Space for Peaceful Purposes,” was signed by acting NASA Administrator Sean Duffy and Australian Space Agency Head Enrico Palermo.

This new pact builds upon more than six decades of international partnerships, dating back to the 1960s when Australia’s Canberra Deep Space Communication Complex provided critical support for NASA’s Apollo program. The agreement establishes a robust legal framework for future mutually beneficial cooperation across a wide spectrum of activities. Duffy emphasized that such international partnerships are critical for leveraging resources and increasing scientific returns, proving essential for NASA’s ambitious plans from low-Earth orbit to the Moon, Mars, and beyond.

Potential areas for collaboration explicitly outlined include space and Earth science, geodesy, space medicine, life sciences, and technology development. A key near-term project highlighted is Australia’s development of a semi-autonomous lunar rover. Scheduled to launch by the end of this decade under NASA’s Commercial Lunar Payload Services (CLPS) initiative, the rover will carry a NASA instrument for lunar surface analysis. This initiative exemplifies how the partnership creates new opportunities for Australian technology and industrial capability.

As an original signatory to the Artemis Accords, Australia is already a committed partner in the U.S.-led effort to establish principles for the safe and sustainable use of space. This new Framework Agreement solidifies Australia’s role as a key space exploration ally, directly supporting the objectives of the Artemis campaign for returning humans to the Moon and preparing for future human missions to Mars. The partnership underscores a shared commitment to peaceful space exploration and scientific discovery.
